chown: cannot access `/usr/local/texmf/emacs': No such file or directory
dpkg: error processing tex-common (--configure):
 subprocess post-installation script returned error exit status 1
Errors were encountered while processing:
 tex-common
E: Sub-process /usr/bin/dpkg returned an error code (1)

If you are in a hurry just install it a second time as installation only fails on the first try.

EDIT: Fixed in tex-common 1.11.2

I created the file by hand then did the apt-get -f install to get it installed.
