You would have a hard time changing anything as fundamental as the language used to facilitate system services provided by Debian packages, shell scripts, and the surrounding policies are already established for many many years. That alone is enough to squash the idea floated by ralul above.

To see what is changed in new packages you can use apt-listchanges:
Download the packages for upgrading (without installing them)
Code:
apt-get -d dist-upgrade
Then see what the changelog says:
